On April 23, just a few hours after submitting the required $1million application fee to the New York State Gaming Commission for a destination resort gaming license, Foxwoods Catskills Resort Casino, LLC announced the opening of their new local headquarters in Liberty, New York.
The team also launched its local “We Support Foxwoods” initiative to solicity letters of recommendation from officials, and petition signatures from residents endorsing the project. In addition to the $1 million fee, demonstrating support is a necessary part of the Request for Applications process.
Foxwoods Catskills Resort Casino is expected to present a draft environmental impact statement to the state planning board before the end of May, which will keep the project on schedule to receive a final enviromental impact statement prior to the Gaming Commission awards as required by state law.
“Submitting our application and the fee is the first step in the official process of bringing a world-class resort to Sullivan County,” said Salvatore Semola, President of Foxwoods Catskills Resort Casino LLC. “But as we demonstrated to the Planning Board, the world-class team we’ve assembled has been hard at work for months to get the scale and scope of the project right. We are focused on getting all of the necessary approvals in place to bring this project to fruition and to bring thousands of jobs and millions of dollars to the local community.”
Local elected and appointed officials were on hand at the ribbon-cutting ceremony to show support for the project. Last month, the Town and the Village of Liberty unanimously passed a joint resolution supporting Foxwoods Catskills response to the RFA.
“The prospect of a casino and resort in Sullivan County signals a revitalization of the Catskills as a vacation destination – once again attracting visitors to the region, supporting local businesses, and bringing much-needed jobs and revenue to the region,” said Assemblywoman Aileen Gunther.
“Liberty is a prime location for a world-class casino and resort,” said Liberty Town Supervisor Charlie Barbuti. “The planned development will be a much needed economic boost to the Town.”

“We would certainly benefit from more than one casino in Sullivan County and we welcome proposals that seek to strengthen the community; generate jobs, and contribute to our economic recovery,” said Scott Samuelson, Chairman of the Sullivan County Legislature.
“The Foxwoods Catskills proposed resort will bring more than a thousand good, reliable, well-paying jobs to the area, and will help equip Sullivan’s residents with the training and skills to succeed in a variety of industries,” said Sullivan County Legislator Cora Edwards.
The staff at the local office will coordinate a petition drive with petitions located in key locations in Liberty, where local residents can express support for the project. The local office will serve as the base of operations for Foxwoods Resort Casino, Muss Development, the architects, construction team and consultants working on the project, and will also be able to provide local residents and visitors with information about the project and serve as a point of contact. The more than 100-year-old Muss Development is the largest development company in the Boroughs of New York City.
“The potential for two casinos in Sullivan County is exciting: In addition to generating revenue for the State, they are the seeds that will spur employment and economic activity for Sullivan County and the entire Catskills region,” said Marc Baez, president of the Partnership for Sullivan County.
