Northern Quebec is the site of this snowy scene, where residents voted down a referendum on April 27 that would have capped 13 years of negotiations and given Nunavik, Quebec’s Inuit region, a separate regional government. Those voting “no” felt the agreement didn’t give them enough autonomy and decision-making power. Now it’s back to the drawing board in hopes of crafting an agreement that suits both Quebec’s government and Inuit needs.
